Richard's Real Estate and Urban Economics Blog: Bowles-Simpson ...

The Bowles-Simpson deficit reduction plan is causing consternation among people with whom I usually agree. ?But it has a couple of important features that I like--it cuts tax expenditures that tend to be both distortionary and regressive (such as the mortgage interest deduction) and it taxes investment income at the same rate as ordinary income. ?This second feature essentially ensures implementation of the Buffet rule.

As it happens, the Tax Policy Center at the Urban Institute and the Brookings Institution evaluated the distributional impact of Bowles-Simpson?relative to current policy. ? Here is what they found:

Look at the column entitled "Percent Change in After-Tax Income." ?Everyone takes a hit, but the hit in the lowest quintile is near zero--for the top one percent, the hit is almost three times higher than average; for the top 0.1 percent, it is four times higher than average. ? This looks awfully progressive to me...

Hundreds protest toughening Spain's abortion law

MADRID (AP) ? Several hundred people have held a demonstration against a government proposal to make it harder for women to get abortions in Spain.

The protesters in Madrid included one young woman who wrote the slogan "Judges and priests away from my body" on her stomach.

Justice Minister Alberto Ruiz Gallardon has said he will ask Parliament to change the law, including a new requirement for parental permission in cases where 16- and 17-year-olds want to end pregnancies.

In 2010, Spain's Socialist government changed the law to allow abortions without restrictions in the first 14 weeks of pregnancy, and for 16- and 17-year-olds without parental permission.

Gallardon's right-leaning Popular Party won a landslide victory in November and has promised to carry out its campaign pledge to tighten abortion laws.

Causes Why You Must Select An Organization VOIP Technique ...

Communications and in certain telecommunications are really important to any business irrespective of the business they are involved in and the size of their organisation. Becoming in a position to speak to customers and suppliers and being a get in touch with at the end of the line when possible buyers call to locate out far more about their services or existing customers have a query is totally vital to the profitable operation of the organisation.

Even so with mounting telephone bills and extortionate line rental charges several organizations are searching to option solutions to the traditional land line telephone such as a VOIP telephone method as it can be much more expense helpful while at the very same time maintaining high levels of efficiency. A company VOIP method works by transmitting voice communications and media more than the world wide web rather than the Public Switched Telephone Network (PSTN).

The advantages of making use of an organization VOIP system as opposed to making typical calls are that you can save income since your telephony bills will be up to 50% lower plus you will get totally free VoIP-to-VoIP calls, it is basically, fast and simple to set up and you can very easily maintain your current quantity which is crucial if people have come to recognise you by your present telephone quantity.

Yet another reason why businesses select to move to Voice More than IP telephony solutions is that they can have 1 local phone number, regardless of whether they are at property in the office or outside of the UK. In effect they can take their telephone number with then and employing a VOIP handset connect to allow them to receive and make calls as they generally would.

Far more and much more businesses are attempting to save expenses at the moment, specifically with the economy still moving slowly and businesses still recovering from the effects of the recession more than the past handful of years so introducing a VOIP telephone program and saving funds on their telecommunications could be just the spot to start off making these savings. There is always room to expand with a VOIP system and getting it installed by a VoIP specialist firm will make certain that your company makes the most of internet telephony.

Heterosexual men tend to go through HIV alone

TORONTO, July 27,2012 Heterosexual men make up a small but growing number of people infected with HIV in Canada. Yet a new study has found that many of them feel existing HIV-related programs and services don't meet their needs and are geared primarily or exclusively toward gay men and heterosexual women who are living with the virus.

"Heterosexual men tend to go through HIV alone," said Tony Antoniou, a pharmacist and research scholar in the Department of Family Medicine at St. Michael's Hospital. "They feel very isolated."

Antoniou said the study, published in the online medical journal BMJ Open, was among the first to examine how heterosexual men with HIV seek health care and support services.

While unprotected sex between men is still the most common method of transmitting HIV in North America and Western Europe, the number of new infections attributable to heterosexual transmission has been steadily increasing. Heterosexual men accounted for less than 5 per cent of all cases of HIV in Ontario before 1990, but represented 13.8 per cent of HIV diagnoses among men in 2008. In Britain, the figure is even higher -- 18.8 per cent of patients accessing HIV-related care in 2009 were men infected via heterosexual sex

Antoniou and his colleagues conducted focus groups of HIV-positive heterosexual men with the assistance of community-based AIDS service organizations in Ontario.

The men told them:

  • They perceive themselves to be relegated to the margins of a health care and service ?eld that was developed to address the needs of groups who were historically affected most by the illness namely, gay men and heterosexual women
  • They felt that gay men were better positioned to obtain and advocate for HIV-related services and support because of their "social capital" within AIDS service organizations
  • Many were reluctant to seek treatment or support or even be seen entering AIDS clinics because of ongoing societal stigma associated with HIV. In particular, they were concerned that their jobs could be in jeopardy if their HIV status were known or that their children would be stigmatized and shunned socially

"Heterosexual men living with AIDS are navigating a health care and service field that has not kept pace with their increased representation among the population of people living with the virus," Antoniou wrote in his study, Waiting at the dinner table for scraps: a qualitative study of the help-seeking experiences of heterosexual men living with HIV infection.

"Nobody is looking at them as husbands and fathers, people who need to be supported in those roles," he said. "In keeping with the tradition of involving people living with HIV in developing services to meet their concerns, researchers and policy makers should strive to integrate heterosexual men living with HIV in decision-making and community-based research initiatives."

London Olympics opening watched by record 40.7 million Americans

LOS ANGELES (Reuters) - A record 40.7 million Americans watched NBC television's coverage of the 2012 Olympics opening ceremony, making it the most-watched Summer Games opening, NBC said on Saturday.

NBC said the audience for the London ceremony was six million more than for the opening ceremonies from Beijing in 2008, and also beat the 39.8 million audience for the Atlanta Olympic Games in 1996.

U.S. viewers had to wait up to seven hours on Friday to watch the London ceremony after NBC decided not to stream it live and to delay its broadcast until the prime time evening hours.

NBC sports group chairman Mark Lazarus said in a statement on Saturday that the record audience for London "is a great early sign that our strategy of driving people to watch NBC in primetime is working."

NBCUniversal paid $1.18 billion for the U.S. rights to the London Olympics. It is streaming all the sporting events live online and boosting its TV coverage of the 2012 games to more than 5,500 hours.

But Americans took to Twitter in droves on Friday when they realized that the opening ceremony could not be seen until hours after it finished in the British capital.

CNN talk show host Piers Morgan, who was tweeting details about the ceremony from London, said on Friday: "Laughable that America is yet to start watching the Olympic ceremony on TV. Seriously."

NBC sports spokesman Christopher McCloskey said the opening ceremonies "are complex entertainment spectacles that do not translate well online because they require context, which our award-winning production team will provide for the large prime-time audiences that gather together to watch them."

In a decision that caused controversy in Britain, NBC cut a musical tribute from the opening ceremony for the victims of the July 2005 extremist attacks in London buses and trains. Instead the network showed a brief interview with Olympic champion swimmer Michael Phelps by "American Idol" host Ryan Seacrest.

NBC did not immediately return calls for comment on the matter.

Florida Ethics Commission Tosses Out Case Against Rubio

The Florida Commission on Ethics dismissed a complaint against Sen. Marco Rubio that accused him of breaching the public's trust and misusing his political position for personal gain.

The complaint, filed in 2010 by Michael Ryan, a Democratic donor from Fort Lauderdale, , charged that while he served as speaker of the Florida House, Rubio misused a state party credit card for personal expenses. Ryan also accused Rubio of using his political position to secure employment at a university and a hospital. Ryan based his claim on a number of newspaper reports.

These issues arose during Rubio's 2010 campaign for the Florida senate seat. He eventually won, but they're still considered among the controversies that could hurt Rubio's political stock down the line.

After the case sat unreviewed for nearly two years, Rubio asked the commission to drop the "baseless claim" in March, just as his name began to be floated as a potential vice presidential running mate. The commission decided today to dismiss the case, clearing him of any wrongdoing alleged in the complaint.

In April, Rubio admitted he made a "mistake" in the way he handled his state party card but emphasized that he did not bill any of the expenses to the Republican Party of Florida, but instead paid the credit card company directly for any mischarges.

"I did not bill personal expenses to the Republican Party of Florida. The Republican Party of Florida never paid my personal expenses. Never. But look, you know, I shouldn't have done it that way. It was a lesson learned," Rubio said in a Fox News interview in April. "It was a mistake. If I had to do it over again, I'd do it very differently."

"At the end of every month, we would get those statements. We would see what was on there that was party-related, and the party would pay that. If it wasn't party-related, I would pay that directly to American Express. Now, obviously, in hindsight, it looks bad, right? I mean, why are you using a party credit card at all? Well, some of these expenses were because a travel agent had the ? credit card number, and they billed it to that card instead of the other card. Sometimes, it was just a mistake, you know, literally just reached for the wrong card."

What Is The Purpose Of Education? | Thought Catalog

My Monday mornings followed a strict routine last spring. I woke up with the sun, scarfed an energy bar, and took the Broad Street Line to North Philadelphia. My destination was an uncomfortably small room on a university campus. Crammed next to a dozen other students, I sat for three hours and listened to a short, tan man with tall, white hair lecture on the works of Immanuel Kant and Friedrich Hegel. His class was titled ?On the Sublime.?

A college campus surrounded by urban blight seemed like an unlikely, even irreverent, location to rehearse theories of sublimity. After all, what good are treatises on elevated experience and beauty when the immediate world is full of dread and decay? I felt uneasy parsing the difference between ?agreeable? and ?good? when neither word seemed applicable to my friends and family living under the shadow of ever-increasing debt. I was beginning to feel the anxiety that comes from entering an academic discipline detached from real-world concerns.

Fortunately, my graduate student responsibilities included teaching a writing course immediately following my early morning class. The existential angst I experienced while discussing dead white men was attenuated by young people who were alive in every sense of the word. They spoke in tones that conveyed both enthusiasm and conviction. Their ideas were fluid enough that they could cover highbrow theory and popular culture within the same breath.

My students made a habit of speaking words that were on the tip of my tongue and our trains of thought often ran parallel. But class conversation occasionally took intellectual detours that I could not anticipate. My students offered electrifying ideas that never occurred to me during my lesson preparation. These moments were, if my former professor can excuse my loose use of the word, sublime.

The clearest example I have of this student-directed learning came at the height of my academic distress. Our class discussion began as a critique of films that portray teachers as zealous missionaries, but quickly dovetailed into an inquiry about the nature of education itself. I asked my students the question that had been at the forefront of my mind for several months: what is the purpose of education?

The expected responses came first. One student asserted that the primary goal of education is to ?help students get jobs.? Another seemed to complete that thought by explaining how college leads to professional connections. One after another, student comments confirmed my fear that the educational system merely churns out young workers as a Detroit factory produces cars. To them, learning was a means to a material end. I was starting to become disheartened by our conversation until a young man in the back of the class raised his hand:

?Education is determining what?s important.?

I was stunned by this pithy reply. The 18-year old sage explained that daily life offers so many perspectives and so much information that the ultimate goal of education is to separate the meaningful nuggets of data from the detritus. He described education as a growth process.

This sentiment was familiar to me. Like many of my students, my original goal was to pursue a job that brought fame and fortune. Exposure to literature and philosophy changed these priorities. I decided that questions about love and aesthetics matter, especially during times of economic and social upheaval. I reasoned that even if humanity finds a cure for every known illness and develops an economic system that satisfies everyone, the big questions about life, love, and happiness will remain unresolved. My education became focused on the value of the humanities.

My student set off a maelstrom in my head. Yes, contemporary culture is full of howls and headlines heralding economic and ecological disaster. But the best way to combat these crises is to cultivate diverse disciplines where people are free to define and pursue meaning. The world?s woes are as complicated as its people. We need mindfulness from David Foster Wallace as much as we need macroeconomics from John Maynard Keynes.

Meaning is determined by careful consideration and reflection, not public consensus. A young man reminded me of this lesson. With his insight in mind, I tell my students to be fearless and to embrace the diversity of human experience. I encourage them to take classes outside of their intended academic path and discover where their true passions lie. I remind my students that the world and its problems are miniscule compared to the power of human reason and imagination. Kant may have popularized that last claim, but my students are the ones that convinced me it is true. TC Mark

Legal Experts File Complaints about Widespread Rights Violations ...

protestors pepper-sprayed by NYPD

The City of New York must take immediate action to correct the clear pattern of abusive policing of Occupy Wall Street (OWS) protests, said legal experts in a complaint filed Wednesday with New York City authorities, the U.S. Department of Justice, and the United Nations. The complaint is based on a report providing in-depth documentation and legal analysis of widespread human rights violations in New York City?s treatment of Occupy protests over the past ten months.

The 132-page report?Suppressing Protest: Human Rights Violations in the U.S. Response to Occupy Wall Street?is the first in a series by the Protest and Assembly Rights Project, a national consortium of law school clinics addressing the United States response to Occupy Wall Street. The report is available at: http://www.chrgj.org/projects/suppressingprotest.pdf

?Recently, officers repeatedly yanked the broken collarbone of a protester as he begged them to stop hurting him. And just two weeks ago, a phalanx of officers removed a grandmother from a park for the ?crime? of knitting in a folding chair, arrested a man trying to help her leave, and then arrested another man filming the incident,? said NYU Law School Professor Sarah Knuckey, one of the report?s principal authors, who also witnessed these incidents. ?These are just two of hundreds of examples we document in our report, demonstrating a pattern of abusive and unaccountable protest policing by the NYPD.?

In the report experts catalog 130 specific alleged incidents of excessive police force, and hundreds of additional violations, including unjustified arrests, abuse of journalists, unlawful closure of sidewalks and parks to protesters, and pervasive surveillance of peaceful activists. Yet, to date, only one police officer is known to have been disciplined for misconduct in the context of OWS policing.

?The excessive and unpredictable policing of OWS is one more example of the dire need for widespread reform of NYPD practices. These violations are occurring against a backdrop of police infiltration of activist groups, massive stop-and-frisk activity in communities of color, and the surveillance of Muslims,? said Emi MacLean, a human rights lawyer and primary author of the report. ?This report is a call to action.?

The report calls for urgent state action, including:

  • The creation of an independent Inspector General for the NYPD;
  • A full and impartial review of the city?s response to OWS;
  • Investigations and prosecutions of responsible officers; and
  • The creation of new NYPD protest policing guidelines to protect against rights violations.

If New York authorities fail to respond, the report calls for federal intervention.

?The U.S. response to the Occupy movement ? which itself emerged as part of a wave of global social justice protests?is being closely watched by other governments,? said Fordham Law Professor Katherine Glenn, one of the report?s principal authors. ?In the face of this international attention, this report shows that New York City?s response actually violates international law and, as such, sets a bad example to the rest of the world. The city now has an opportunity to set this right through reforms that reflect just and accountable policing practices.?

This report is the first in a series by the Protest and Assembly Rights Project. This report focuses on New York City, and was authored by the Global Justice Clinic (NYU School of Law) and the Walter Leitner International Human Rights Clinic (Fordham Law School). Subsequent reports will address the responses in Boston, Charlotte, Oakland, and San Francisco. Participating law clinics are at NYU, Fordham, Harvard, Stanford, Rutgers-Newark, Charlotte, and Loyola-New Orleans.

See below for the executive summary of the report:

Executive Summary

In September 2011, waves of protests against mounting socioeconomic injustice broke out across the United States, capturing the attention of the country. The Occupy Wall Street movement, inspired by similar protests around the globe, used the occupation of public space and mass demonstrations to call attention to a wide array of shared concerns. The movement also used public assemblies to debate concerns and promote direct democratic participation. Within weeks of their emergence, the protests dramatically expanded and deepened U.S. political discourse around the widening gap between rich and poor, bank bailouts and impunity for financial crimes, and the role of money in politics.

The response of U.S. authorities to the protests also received significant attention. Images of police using pepper spray on seated students, the arrests of thousands of peaceful protesters across the country, midnight raids on encampments, baton-swinging officers, marches accompanied by phalanxes of riot police, and officers obstructing and arresting journalists were beamed around the world.

This is the first in a series of reports examining the responses of U.S. authorities to the Occupy protests. Through an eight-month-long study of the response in New York City, together with comparative data collected from cities across the United States, this report highlights major policy concerns and serious violations of the rights of protesters. Further detailed studies will be published in the coming months on the response of authorities in Boston, Charlotte, Oakland, and San Francisco.

Government responses to Occupy Wall Street in the United States have varied significantly, both within and across cities. Indeed, there have been examples of good practice, including through welcoming assemblies, using modern democratic policing styles that promote negotiation to facilitate protests, and enforcing strict controls on any use of police force.

But across the United States, abusive and unlawful protest regulation and policing practices have been and continue to be alarmingly evident. This report follows a review of thousands of news reports and hundreds of hours of video, extensive firsthand observation, and detailed witness interviews. In New York City, some of the worst practices documented include:

? Aggressive, unnecessary and excessive police force against peaceful protesters, bystanders, legal observers, and journalists
? Obstruction of press freedoms and independent legal monitoring
? Pervasive surveillance of peaceful political activity
? Violent late-night raids on peaceful encampments
? Unjustified closure of public space, dispersal of peaceful assemblies, and kettling (corralling and trapping) of protesters
? Arbitrary and selective rule enforcement and baseless arrests
? Failures to ensure transparency about applicable government policies
? Failures to ensure accountability for those allegedly responsible for abuses

These practices violate assembly and expression rights and breach the U.S. government?s international legal obligations to respect those rights. In New York City, protest policing concerns are extensive and exist against a backdrop of disproportionate and well-documented abusive policing practices in poor and minority communities outside of the protest context.

Governments?including U.S. federal, state, and local authorities?are obliged by international law to uphold the rights of individuals to peacefully assemble and to seek to reform their governments. The freedoms of assembly and expression are essential pillars for democratic participation, the exchange and development of grievances and reforms, and securing positive social change. This report provides extensive analysis of the U.S. government?s international legal obligations with respect to protests. The abusive practices documented in this report violate international law and suppress and chill protest rights, not only by undermining individual liberty, but also by causing both minor and serious physical injuries, inhibiting collective debate and the capacity to effectively press for social and economic change, and making people afraid to attend otherwise peaceful assemblies.

For protesters who previously had little interaction with police, these abusive practices have radically altered worldviews about the role of police in protecting citizens. For others who had long experienced official discrimination and abuse, especially those from minority and economically disadvantaged communities, protest experiences have simply reinforced existing negative perceptions.

Protests have long been an important feature of American politics and have been essential to securing fundamental rights and freedoms. Yet the response of authorities has undermined foundational US democratic values, and often seemed to only reinforce Occupy?s core grievances. While federal prosecutions of economic crimes, such as mass fraud, are at a 20 year low, in just 10 months, public authorities across the United States have arrested more than 7,000 and physically injured Occupy protestors seeking social and economic reforms.

While after just two months city authorities dismantled many of the high-profile around-theclock Occupy encampments that initially defined the movement, regular marches, demonstrations, and assemblies continue in many places, including New York City. The government response to Occupy Wall Street in New York City is emblematic of its failure to adequately protect protest rights more broadly. Reform is needed to ensure that U.S. authorities respect and facilitate?rather than suppress?the ability to peacefully protest.

In U.S. cities with significant abuse allegations and no major reviews of police practice, including New York City, independent official reviews are urgently needed to assess past practice, promote accountability for abuse, and reform authorities? responses to bring them into line with binding international legal obligations and modern democratic policing best practice. In New York, the mayor should urgently announce a major review of the City?s response to Occupy Wall Street, and legislators should establish an independent Inspector General to oversee policing practices. In addition, the police should implement a new protest policing policy that prioritizes respect for civil liberties and human rights. Where city or state authorities themselves fail to take the necessary steps of review and reform, federal authorities should exercise their powers to institute investigations and oversight.

The Occupy protests took place amid an extraordinary period of global social movement mobilization ? Egypt?s Tahrir Square, Spain's indignados, Greek anti-austerity protests, Chile?s students, Montreal?s casseroles, and many others have inspired and been inspired by one another. The US government has closely monitored protests in other countries, and has frequently publicly criticized other governments for violating their international legal obligations to uphold protest rights. As the Occupy protests entered the world stage, governments around the world also paid close attention to the U.S. authorities? responses.
Some countries, when pressed about their own mass arrests and beatings of protesters, have justified their actions by pointing to the highly visible and aggressive policing practices in the United States. Some other countries? responses to protests have been far?and sometimes, incomparably?worse than U.S. authorities? responses. Yet the restriction of protest in U.S. cities exposes the double standard inherent in frequent U.S. government critiques of other governments for repressing their peoples? protest rights.

The freedoms to peacefully assemble, to engage in political expression, to march and demonstrate, and to seek socioeconomic reform are not diplomatic sound bites. They are fundamental rights, vital in all democracies, and U.S. authorities are legally bound to respect and uphold them.

These rights must be secured at home.

Virus Warnings Spark Growing Awareness of Registry Cleaner ...

Delicious Digg Facebook LinkedIn reddit StumbleUpon Twitter Bit.ly Email PDFmyURL

Palo Alto, California, 7-25-2012 ? It can almost like it?s ?flavor of the month? at times as each new virus warning is publicized on the net, in turn prompting computer users to go on high alert.

So now the majority of even the most non-tech savvy computer owners are aware of basic protection techniques.

Techniques like not opening unsolicited e-mails from strangers and exercising caution when checking out websites while surfing the Internet, among others.

Through it all though, one positive that has come out of increased virus awareness is that it has worked to make people more aware of computer speed. That their computer may be operating and responding to commands slower than it should be.

This in turn is leading increasing numbers of admittedly non-tech savvy computer owners who are interested in achieving optimal performance from their machines to discover software products like registry cleaners.

In simple layman terms, a registry cleaner functions to ?sweep? unnecessary data from computer storage files, and it can come in several forms. For the most part they?re not so much interested in the various forms though, what they?re interested in is just getting rid of it.

Just like carrying around burdensome extra weight in the trunk of their vehicle, they?re learning that the cleaner their files are, the faster their computer will be able to access and use them.

Along with the discover of registry cleaners however, they?re also learning that just like so many other tools that can be accessed over the Internet a certain measure of caution is recommended.

There are just so many of them out there in a wide range of prices, beginning with absolutely free and each one comes with its own list of promises, and in some cases risks.

Risks that can even include registry cleaners that not just clean out more than the user intended but that can also contain their own virus. Products that permanently sweep away important information and leave a computer infected.

So now online venues that specialize in registry cleaner reviews are fast becoming the first stop for computer owners looking to pick up some extra speed by way of file cleaning.

People who don?t want to learn from their mistakes, but rather who just want their computer back functioning the way it did when they first brought it home.

They?re finding out the sites that feature registry cleaner reviews are are some of the best sources for information on the topic. Shayne Sherman is recognized as one of the premier authorities on the topic of registry cleaners.

Study: US colleges doing more for homecoming veterans

Steve Abel

Thomas Krause, a former Marine sergeant, is now a sophomore at Rutgers University. He credits the school's veterans-support program for keeping him enrolled.

By Bill Briggs, NBC News contributor

Without the veteran-support hub on his campus, former Marine sergeant Thomas Krause can quickly calculate the odds that he long ago would have dropped out of Rutgers University.

"If this service was not provided for me, there's probably a 1 percent chance I would still be here," said Krause, a pre-business sophomore. He volunteers as well at the Rutgers?Office of Veteran and Military Programs and Services, which supplies returning service members with academic tutors and advice on how to socially blend into university life. After starting classes last September, Krause walked into the veterans' office two months later and immediately ? finally???connected with fellow students. He spoke from that office on Wednesday.?

"Here, I met a bunch of guys who had also served and who were going to school, the same age group, the same mentality," said Krause, 24. "Because I'm in class with 18 year olds, it's a weird transition. So I go out with my friends here, and I currently even live with one of the guys I met here. It's pretty much: This place is my Rutgers life."

Rutgers is often cited by groups that aid college veterans as one of the nation's top schools for helping ease former military personnel into and through the rigors of higher education.?

On Wednesday, a new survey of 690 U.S. colleges was released showing that 62 percent of those schools offer?programs and services specifically designed for military service members and veterans???up from 57 percent in 2009, when the same survey was previously conducted.?

The survey, "From Soldier to Student II: Assessing Campus Programs for Veterans and Service Members,"?was completed via a partnership between the American Council on Education (ACE), the American Association of State Colleges and Universities (AASCU), NASPA: Student Affairs Administrators in Higher Education and NAVPA, the National Association of Veteran?s Program Administrators.

?

Other key findings showed across-the-board improvement since 2009, when the post-9/11 G.I. Bill went into effect, massively boosting available financial aid for homecoming veterans:?

  • Seventy-one percent of institutions that offer programs and services for military and veteran students have a dedicated office serving those students, up from 49 percent in 2009.
  • Eighty-four percent of the institutions that offer services for veteran and military students provide counseling to assist with post-traumatic stress disorder, compared to 16 percent in 2009.
  • Fifty-five percent of the institutions that offer services for veteran and military students have staff trained to assist with physical disabilities, up from 33 percent in 2009, and 36 percent have staff trained to assist specifically with brain injuries, up from 23 percent in 2009.
  • Forty-seven percent offer a veteran student lounge or gathering place, up from 12 percent in 2009.

Steven Harriott

Thomas Krause during his days with the U.S. Marine Corps.

?It is very encouraging," said?Young M. Kim, a research analyst at the Center for Policy Analysis and one of the study's four authors.?

"But while there are areas of improvement, I don?t think everything we?re sharing today is, by any means, close to indicating that everything is very well off," Kim added. "There are places where there are still gaps.

"One that comes to mind is the transitional issues ??veterans coming back from combat theaters really can be (better) helped by faculty and staff members on campus with their transition on campus. And for service members who get redeployed, and that happens quite frequently with a lot of men women, they sometimes struggle with re-enrollment when they come back from military services."?

The authors received survey responses from 262 public four-year colleges, 238 public two-year schools, 164 private not-for-profit four-year schools, but just 26 for-profit schools. A few dozen for-profit colleges were openly chastised earlier this year for hawking their campuses as veteran-friendly yet failing to meet that sales pitch. Returning servicemen and women on the G.I. Bill make attractive enrollment candidates for many schools because their G.I. tuition reimbursement is paid directly from the federal government to the colleges.?

Related: Company accused of deception turns GIBill.com over to Veterans Affairs

"We were somewhat disappointed to get so few responses from for-profit institutions," Kim said.?

At Rutgers, veterans freshly back from Iraq, Afghanistan or other service locales can turn to the military-support office for almost any question they have about launching or maintaining a college career, Krause said. Even better, it allows veterans to mingle with similar people. Another key: that center is run by a former Army officer, retired Col. Stephen G. Abel.?

"They make everything so easy for us. They make everything flow," Krause said. "Any problem we have, they can guide us in the correct manner or they can take care of it themselves."?

Guest Post: Amy Zimmerman on How to Pick a Family Law Attorney

The below post has been sent in by Amy Zimmerman:

-----

A family law attorney can perform wide range of services that may be necessary for safeguarding the interests and assets of your family. Whether you are interested in setting up a trust for your estate, a living will, or want to settle a marital dispute, you may have to consider several things before finalizing your family law attorney.

Here we are listing few things that you should ask about during your initial consultation with an attorney to find the most competent legal representative for your family.

* Experience

You must ensure that any attorney you want to work with has the requisite experience in all aspects of the family law. You should enquire whether attorney specializes in family law, and has worked on some cases in the recent past.

You can also ask which cases they are most passionate about, and number of years they have been in this profession. You can also ask for referrals from their past cases they've been involved with.

* Logistics

You must enquire whether attorney will handle your case pesonally, or will it be handed down to any junior in the firm.

In fact, you should try to get a feel whether attorney you are considering will give full attention to your case. Does he or she have necessary time to work on your case? This is really important for the success of your case.

* Communication

You should be clear about the ways to reach your attorney so that you can get quick response. This can help you in making best decisions for your family. Also enquire hour your attorney will keep you updated on the progress of the case. Ask the procedure to communicate with him regarding the case. You should be clear about the systems in place to ensure that you stay updated in a timely way.

* Correspondence

You should request copies of correspondence about your case. In this way, you will stay updated about the progress of your case. You should request your lawyer to send you a copy of all the messages received or sent regarding your case.

* Collaboration

You should ask attorney about his goals regarding your case. Ask whether he wants to work from a collaborative point of view, considering the needs of both the children and parents to handle your case in a better way. Most of the lawyers encourage mediation (wherever possible) in most of the cases.

* Payment

You should ask the payment schedule and terms from the attorney. Will he work on a retainer? What will happen once your retainer is depleted? Will there be any additional hourly rate? Will there be any rate for speaking to paralegals, secretaries, or other staff at the firm?

* Expectations

Finally, you should sum up your consultation with the attorney you are considering hiring by freely discussing your expectations. You should also ask the attorney if he can give you a estimate on the total cost of the fees. Ask what you should expect if you hire them for representing you in the case, and what he would expect from you as his client.

Comments

This is an excellent article. I strongly recommend that people contemplating filing for divorce read it before retaining an attorney. Further to the issue of logistics, it is also important that the client to determine what type of resources the prospective attorney has. Is he/she in a large firm? Does the firm have a family law department or is the prospective attorney the only one specializing in family law? These issues are very important if the case is expected to be challenging and labor intensive. If this is the case, the attorney will need back up as well as colleagues with he/she can consult.

Apple unveils Safari 6 goes well with your new Mountain Lion

Apple's web browser has joined its latest OS, and joins the dots on a raft of new features that we've been promised for a while. These include iCloud tabs and a new tab view -- both Mountain Lion only -- alongside a new smart search and unified search (with support for Chinese search giant Baidu) and address bar. If your older OS is missing out on those iCloud tabs, there's some other good news, Reading Lists will now work without being online -- which all sounds very in-flight friendly. There's also a Do Not Track option to cover your internet tracks, but for all the minute detail on some new developer additions, we'd advise hitting the source below.

Update: We're not spotting a Windows release yet -- and nor can we see whether it will work on Snow Leopard. Let us know in the comments if you manage to grab the latest iteration. For anyone on Lion, the update will be available from the Mac App Store.

Family Home Evening Lesson | Teachings of the Prophet

I?m Trying to be Like Jesus

1. I?m trying to be like Jesus;
I?m following in his ways.
I?m trying to love as he did, in all that I do and say.
At times I am tempted to make a wrong choice,
But I try to listen as the still small voice whispers,

2. I?m trying to love my neighbor;
I?m learning to serve my friends.
I watch for the day of gladness when Jesus will come again.
I try to remember the lessons he taught.
Then the Holy Spirit enters into my thoughts, saying:

Chorus
?Love one another as Jesus loves you.
Try to show kindness in all that you do.
Be gentle and loving in deed and in thought,
For these are the things Jesus taught.?

Do What is Right

1. Do what is right; the day-dawn is breaking,
Hailing a future of freedom and light.
Angels above us are silent notes taking
Of ev?ry action; then do what is right!

[Chorus]
Do what is right; let the consequence follow.
Battle for freedom in spirit and might;
And with stout hearts look ye forth till tomorrow.
God will protect you; then do what is right!

2. Do what is right; the shackles are falling.
Chains of the bondsmen no longer are bright;
Lightened by hope, soon they?ll cease to be galling.
Truth goeth onward; then do what is right!

3. Do what is right; be faithful and fearless.
Onward, press onward, the goal is in sight.
Eyes that are wet now, ere long will be tearless.
Blessings await you in doing what?s right!

Reese?s Peanut Butter Cup & Chocolate Cheesecake Bars and Lemon Triangles

Reese?s Peanut Butter Cup & Chocolate Cheesecake Bars

Ingredients:

7 whole Graham Crackers, Broken Into 1-inch Pieces
6 Tablespoons (3/4 Stick) Unsalted Butter, Melted And Cooled
3 Tablespoons Brown Sugar
2 Tablespoons All-purpose Flour
? teaspoons Salt
2 packages (8 Oz. Each) Cream Cheese, Softened
? cups Granulated Sugar
2 whole Large Eggs
? cups Sour Cream
1 teaspoon Vanilla Extract
12 whole (0.75 Oz Each) Reese?s Peanut Butter Cups, Divided, Cut Into 6 Pieces Each
2 ounces, weight Bittersweet Chocolate, Chopped

Instructions:

Preheat oven to 325 degrees F.

Prepare an 8-inch square baking pan by lining the pan with aluminum foil, leaving 3-4 inches of foil draping over the sides of the pan.

The crust:

Place graham crackers into the bowl of a food processor and pulse until the crackers form fine crumbs, about 30 seconds. To the crumbs, add butter, brown sugar, flour, and salt. Pulse until the ingredients are fully combined. Using the bottom of a measuring cup or your fingers, press the crumbs into the bottom of the prepared pan.

Bake until the crust is beginning to brown, about 12 to 15 minutes. Let the crust cool on a cooling rack for about 30 minutes.

The filling:

In a large bowl, beat the cream cheese until it is very smooth, about 3 minutes. Scrape the beaters and sides of bowl frequently. Gradually beat in granulated sugar until the mixture is combined, about 1 minute. Beat in eggs, one a time, making sure that each is fully incorporated. Beat in sour cream and vanilla extract until fully combined, about 30 seconds.

Unwrap and cut 9 Reese?s peanut butter cups (0.75 ounce each) into 6 pieces. Gently fold into the cream cheese mixture. Scrape the cream cheese mixture into the baking pan, over the top of the cooled crust. Spread evenly.

Bake until the edges are set but the middle still jiggles slightly when the pan is shaken slightly, about 35 to 40 minutes, rotating the pan halfway through baking.

Place the pan on a cooling rack and allow the bars to cool for 2 hours. Cover with aluminum foil and refrigerate for at least 3 hours, and up to 24 hours.

Using the overhanging foil, lift the bars from the pan. Gently remove the foil and cut into 16 bars.

Place bittersweet chocolate in a small bowl. Microwave on 50% power until melted, stirring every 15 seconds. Drizzle the chocolate over the bars, top each with a small chunk of a Reese?s peanut butter cup and serve.

Lemon Triangles

Ingredients:

FOR THE CRUST:
1-? cup Flour
? cups Powdered Sugar
? cups Cornstarch
? teaspoons Salt
1-? stick Unsalted Butter

FOR THE FILLING:
6 whole Eggs, Room Temperature
3 cups Sugar
2 whole Lemons, Zested
1 cup Lemon Juice (from About 7 Lemons)
1 cup Flour
Powdered Sugar, For Dusting

Instructions:

Preheat the oven to 350?. Lightly butter a 13 x 9 inch baking sheet and line with parchment paper, allowing the paper to come up the sides of the pan.

Pulse the flour, powdered sugar, cornstarch and salt in a food processor. Slice the butter into 1-inch pieces. Add the butter to the processor and process to blend, about 8 to 10 seconds, and then pulse until the mixture is pale yellow and resembles coarse meal, about three 1-second bursts. Sprinkle the mixture into the lined pan and press firmly with your fingers to form an even, 1/4-inch layer over the entire pan bottom. Refrigerate for 30 minutes, and bake for about 20-25 minutes, until golden brown.

Meanwhile, whisk together the eggs, sugar, lemon zest, lemon juice and flour. Pour over the warm crust and bake for 30 to 35 minutes, until the filling is set. Let cool to room temperature (or refrigerate overnight in the pan). Using the parchment to pull it out of the pan, transfer to a cutting board and peel the paper down. Using a sharp knife or pizza cutter, cut into 20 squares. Then cut each square diagonally to form 40 triangles. Sprinkle with powdered sugar before serving.
